Extracts TRT layer metadata from FusedLocation.metadata. Also removes the "metadata" string from TRT dialect as it is no longer needed.

I did not find any suitable tests. This only changes where TRT layer metadata come from, and does not change any functionality of MLIR-TRT. |

If this works e2e in when fused location is added in Tripy, you can merge it. |
