Add a new migration module from__2_3_0__to__2_3_1 that logs the upgrade, sets data_format_version, runs migrate_component_metadata on components, and asserts the component count remains the same. Also register the new migration in upgrade_handler by importing the function and adding an UpgradeSchema entry for 2.3.0 -> 2.3.1.
