This PR adds Translator documentation for Babel. It is being developed simultaneously with updates to the NodeNorm (NCATSTranslator/NodeNormalization#265) and NameRes Jupyter Notebooks (NCATSTranslator/NameResolution#151), so that they can both link back to common Babel concepts they both reference (such as conflation).
Closes #32, closes #148.
