Stoch restart file issues

Currently, stoch restart file is not listed in rpointer files, and in ensemble runs, ensemble suffix is not added to filename. A fix is in the making.

Done. The stochastic restart file is written into the rpointer (mom_cap.F90:2032-2034) and picks up the ensemble suffix via insert_ensemble_appendix.
