Armor Plate Rework + Slight Armor Tweaks

About the PR

Buffs T1 suits to be faster and slightly increases TSF suit armor to bring it up to par - PDV scaf has slightly nerfed blunt/slash to account for the speed buff. Also reverts previous 5% speed nerf on the CV-32.

Removes current armor plates and replaces them with distinct damage type reducing plates - each one reduces movespeed by 5% and grants protection against their stated damage types, with a 1.2x damage taken from "opposite" ammo type - 50 hp for all except speedplate. Also adds blunt/slash and pierce plates into loadout, the rest are obtainable in research

Blunt/Slash: 30% reduction against blunt and slash, 20% more damage taken from pierce
Pierce: 30% reduction against pierce, 20% more damage from heat
Heat: 30% reduction against heat, 20% more damage from pierce

Speed: Takes 20% more damage from brute and heat damage, grants 10% speed boost. Inflicts 2x stamina damage.

Why / Balance

More armor customization to fine tune protection, slightly increase the time to kill, and to make T1 suits usable.

I know this is a bit irrelevant. But aww.... I quite liked the basic steel plate, it really felt hefty.

On a side note though, wouldn't the speed plate allow things such as the Light BP vest and the ATU suits to have positive (or even more so in the latter's case) movespeeds? - Is the idea to poke about with the guidelines? Or is this a one and done?

ATU suits are already busted and light BP vest is ground-only - I see what you’re saying though, and it’s why I made the speed armor expensive and very weak

The speed plate won't take any stamina damage because stamina damage is currently set up to only occur on absorption (not amplification) since taking extra damage and damage to the plate is already a penalty

Also I'm not quite sure how this will increase TTK when across the board, protection ratios and total plate health have been reduced.

Under current numbers it looks likely people would favor the speed plate since it's guaranteed to always confer its upside while having identical downside to an "incorrect" plate
