Added in suggestion of @Sulaboy at discord, a wood variant that would hold 3 heads with its crafting recipe, alongside being able to be stored in a backpac / satchel!

I'd prefer if the headeater was free to use for anyone, but gave less money than if you sold to the merchant. that way selling to the merchant is more valuable and worth doing but the headeater is always an option if one isnt around. |

Shall the Headeater Hailer be open forth and ever!
This PR suggests changes to improve head hunterism in the game, no more key-locking for the headeater (why did it have it in the first place, really) massivo pro for mercs.
Buffs a bit on redeeming prices without reaching the same amount of past iterations, due to the improvement in the modifier head values were toned down, this way Merchants gets a bit less from selling them compared to redeeming them in a headeater (future Headeater for the Merchant would be lovely)
Brings a wooden variant for the head hook that everyone can craft.
And increase a bit the grid-size of sack and handbaskets so they can hold more heads on them!
Redeem multiplier of Headeater from 1.15x => 1.3x
Why It's Good For The Game
More mercs carrying heads through roads; swag. Period.
There was no reason AT ALL for the headeater to be locked, it being just a thing that the tombwarden / gaffer unlocks the moment the round starts its just "eh?" a vile attempt at justifing the existance of the tomb warden / gaffer, but this isn't it. It's way better if mercs can do it from the go. Specially fucking great at lowpop.
The improvements in rewards are intenteded to ramp up a bit the economy and significance in this mechanic which goes hand-on-hand with encouraging more flavor in the aftermath of ambushes collecting heads and giving a hand to the garrison at cleaning roads.
With the improvements in the weight classes, we be more permissive with a bit of bigger storage for one hand bulky bags, this would really help those who go ghetto without proper head-hooks.

add: New wood variant for the head hook, crafteable from 3 fibers, 2 sticks and a small log, holds up to 3 heads.
qol: Head Hooks can now be stored in backpacks and satchels
qol: The Headeater no longers has a lock, mercs can use it without the need of a Tomb Warden
balance: Head prices have been tweaked, less value for merchants, more value for headeaters as they now have an increased multiplier 1.15x => 1.3x
