About The Pull Request
Monkestation has a working MC with logic that is most compatible with Monkeris, so that is what I've chosen to port.
Why It's Good For The Game
The MC should like, not die. I think

code: The master controller has been updated to Monkestation's MC. There will be no changes listed here other than "we hope to god it works"
config: There are new config entries. BASE_MC_TICK_RATE, HIGH_POP_MC_TICK_RATE, HIGH_POP_MC_MODE_AMOUNT, DISABLE_HIGH_POP_MC_MODE_AMOUNT, RESUME_AFTER_INITIALIZATIONS, AUTO_PROFILE, DRIFT_DUMP_THRESHOLD, and DRIFT_PROFILE_DELAY. Server has already been updated with these new values.
add: New debug verb "Controller Overview" for viewing statistics of all subsystems.
tweak: Subsystems will now require returning
