[Smart Accounts Kit] Add announcement bar

Description

We are seeing a lot of bounce rate on the new docs - 90%+. The older links are redirecting to the smart-accounts-kit root path. People might not know that we have renamed the Delegation Toolkit, and drop off.

This PR adds announcement bar on the main path, and smart-accounts-kit path.

Note

Adds an announcement bar on the homepage and smart-accounts-kit routes announcing the rename, with a minor padding tweak to its styling.

• Theme/UI:
  • Introduces src/theme/AnnouncementBar/index.tsx that conditionally renders on / and paths containing /smart-accounts-kit, displaying a rename notice linking to smart-accounts-kit.
  • Adjusts announcement bar styling in src/scss/custom.scss (padding changed to 0.5rem 2rem).
