'Commenter' user role is not able to comment (greyed out) #3186

so i have tested this project and its interesting so i deployed it for self.
I created a company, assigned it a user, creted a project, assigned it to the company and the beforementioned user to the project as commentor. everything works fine except commentor user is not able to comment. the save button is greyed out.

i go to editor and editor can easily comment so its a user permission thing. i made sure not to make human error on my part if possible.

is there anyway to override comment power for a user through files instead if comments are broken? i installed fresh new setup again and have the same issue.
