LGTM. I use zsh and don't have XDG_DATA_HOME. I do think it would be good to get a few more eyes on this, especially someone who runs Linux, maybe @zaquestion.

Use the standard mise directory structure. mise looks for files first in
MISE_environment variables, then inXDG_environment variables, and finally in$HOME/.local|$HOME/.config.Issue: N/A
Test plan:
Set up khan-dotfiles in a VM.
