Added the dev_requirements.txt file to hold requirements used in development but aren't necessary dependencies for other projects.

Hi there, I ran into an issue playing around with your library as it was conflicting with my own code formatter's version of isort/flake8! I pulled them into another file and made sure it still builds in a clean virtual environment, there may be another solution you find more appealing, I'm just trying to avoid conflicting dependencies.
