Core License is an adoption package for projects that want an AGPLv3 open-source default with separately signed proprietary-use paths.
It follows the same broad structure used by projects such as Nuitka: keep the public project under AGPLv3, keep special permissions in separate license files, and make commercial/proprietary use depend on separate terms instead of editing the AGPL text.
This is a legal template, not legal advice. Before using it for a production project, replace the bracketed fields, confirm that the project has the right to offer proprietary-use grants for all covered code, and have counsel review the final text.
Unless a separate signed evaluation license, commercial license, or philanthropy waiver applies, the software is licensed under the GNU Affero General Public License version 3 only.

Organizations that want to test the software before committing to a commercial license or philanthropy waiver can request a signed, time-limited evaluation license.
The public terms are in LICENSE-EVALUATION.txt. Project-specific fields belong in EVALUATION-ORDER-FORM.template.md.
Organizations that want to use the software in proprietary products, private services, or closed-source deployments can request a signed commercial license.

Organizations can request a signed waiver after making a qualifying donation directly to the Python Software Foundation.
The waiver is granted only by the project licensor, not by the Python Software Foundation, and is not effective until a waiver certificate is signed.

Start with ADOPTING.md. A project should also use CONTRIBUTING.md or equivalent contributor terms if it wants to accept outside contributions while preserving the ability to grant commercial licenses and philanthropy waivers.
