You don't mention the Powershell version you're trying this on.
Powershell 5 doesn't have a -AllowPreRelease parameter by default. That was added later.
Check the version by running:

Get-Command Install-Module

On my system:

CommandType     Name                                               Version    Source
-----------     ----                                               -------    ------
Function        Install-Module                                     1.0.0.1    PowerShellGet

Update the PowerShellGet module, which provides the Install-Module command, by running:

Update-Module PowerShellGet -Force

I've seem some reports that that doesn't work. You can try this instead:

Install-Module PowershellGet -Force
