API documentation workflow

This allows to generate the API documentation directly from the GitHub "Actions" tab of the repository.

It will live in the docs branch. You may set GitHub Pages in the repository settings so it'll use the docs branch for publishing documentation.

It'd be accessed as irrelon.github.io/ige/docs depending on GitHub Pages settings.
