Upgrade the SmartPy Compiler.
This does not contain logic changes. The changes are:
sp.view->sp.utils.viewaddresses.py'. Previously SmartPy did not require aset_delegate` call to have a registered baker in ithelpers/. This created warnings in the compiler output.This release also upgrades the CI pipeline to use the latest SmartPy Release.
