docs: verified counts, tool-call receipts, version alignment - #37

README: add boundary receipts section (model_receipt + tool_receipt), fix test count to verified 1704 (was stale 1698), fix corpus count to 30 (was inconsistent 27/29), add file/line counts. STATUS: update baseline to 2026-08-01 verified counts (lib 1001+3 ignored, bin 195, cli 346, gpu 12, lexer 52, parser 98 = 1704 total), fix corpus to 30/30. CHANGELOG: add tool-call receipt verify arm entry under Unreleased. SPECIFICATION: bump version header from 1.0 (March 2026) to 1.2 (August 2026) to match the compiler version.
