implementation of dataset ATLAS + CMS jet&dijet 13TeV

The scope of this PR is to insert new files, related to CMS and ATLAS pp-collisions at 13 TeV, in buildmaster.

1. In CMS dataset, R=0.7 is considered for the inclusive jet production cross section and for the correlation matrix at the particle level of inclusive jet production cross section as a function of the jet transverse momentum, ref: https://arxiv.org/pdf/2111.10431;
2. In ATLAS dataset, jets and dijets are considered with R=0.4. ref: https://arxiv.org/pdf/1711.02692.
