Types of changes
A description of the changes proposed in the Pull Request
Add GHA workflow to publish Helm Chart for Web API container image. It is triggered by repository maintainer manually - it is intended to publish when the chart is updated because product lifecycle of Helm Chart would be different from the application (IF in this case).
The chart would be published to ghcr.io as OCI container format. You can try it from ghcr.io on my forked repo.
