Code Review
This pull request correctly addresses a build failure in the build-csi target by refactoring the Go version extraction into a global Makefile variable. The previous inline shell variable expansion was problematic, and the new approach using $(GOLANG_VERSION) is the standard and correct way to handle this in a Makefile. The change is clear and effective. I've added one suggestion to further improve the Makefile by using a simply expanded variable for better performance.

Description
This PR fixes a failure in the
build-csitarget by moving theGolangversion extraction into a globalMakefilevariable. It replaces the problematic inline shell variable with the standardMakefilevariable syntax$(GOLANG_VERSION)within the gcloud builds submit command.Link to the issue in case of a bug fix.
