This Pull Request extends the existing Chrome Root Program web presence (https://googlechrome.github.io/chromerootprogram/) in preparation for the launch of the Chrome Quantum-resistant Root Program (CQRP).

Summary of Changes

  • Multi-Program Landing Page: Updated the root index.md and README.md to introduce and link to both the Chrome Root Program and CQRP.
  • CRP File Organization: Moved CRP-specific documentation (policy.md, apply-for-inclusion.md, moving-forward-together.md) into a dedicated content/crp/ subfolder.
  • CQRP Section: Added initial placeholder pages and draft resources under content/cqrp/.
  • Navigation & Links: Updated site templates and relative markdown links across all pages to match the new structure.
  • CI/CD: Refined the GitHub Pages workflow so PR builds test cleanly without attempting deployment.

Note: The Chrome Root Program Policy text and related substantive content are unchanged by this update.

- Remove staging branch from push and PR triggers
- Only run the deploy job on pushes to main so PR checks pass cleanly without attempting deployment
Adds a top-level `permissions: contents: read` block and explicit least-privilege permissions on the `build` job. Also corrects two SHA release tags.
