Keithly control app

This app is to allow for more adjustable control over the keithly 2636b than kickstart

Current features:

• Soft voltage ramp to minimise overshooting and DUT damage.
• Fast, a mesaurement takes 45 seconds, a forward and reverse transfer measurement takes 100 seconds.
• Runs on Windows, MacOS and Linux
