Added macro D3D12MA_TIGHT_ALIGNMENT_SUPPORTED, flag ALLOCATOR_FLAG_DONT_USE_TIGHT_ALIGNMENT, function Allocator::IsTightAlignmentSupported.
Because this is the alignment required for constant buffers.

Also removed them from the Cmake script. They are now automatically determined based on D3D12_PREVIEW_SDK_VERSION, D3D12_SDK_VERSION macro.
Also made fixes in tests.
Also other fixes in the documentation.
Updated Doxyfile to the new Doxygen version.
Regenerated the docs.
