Merge upstream/v8 into fork and fix id contract test property

Synced fork with upstream/v8, resolved configuration and lockfile conflicts, restored clean files with corrupted merge artifacts, fixed test_property_normalize_id_agrees_with_its_own_caseless_form to NFKC-normalize inputs, and verified all 4,467 unit tests pass.
