The logic:
nightlyand try to resolve its actual semver versionnightlytag is unresolvable (does not exist or npm registry error), fallback to thelatesttag. But only ifnighltytag version resolution fails. We do not want to fail to thelatesttag if a dependency was specified in some actual version number (see step 1)There was a problem hiding this comment.

doh, missed dependency_version vs dependency_semver
