Updates serverless to v3 to resolve vulnerabilities in subdependencies.
Note that this doesn't go as far as serverless v4 which is a large breaking change which removes a lot of open source functionality - we may need to look into the longer term plan for this repository and whether we want to even keep maintaining it.
