Update installation instructions to reflect currently reality, and use uv's --torch-backend

PR Goal?

Update installation instructions to reflect the current stuff, and document the recent --torch-backend switch now supported by uv, which really makes it a lots easier to get the right pre-compiled wheels for a given CUDA driver.

Fixes?

Some installation instructions were dated and just wrong, like using requirements.dev.txt.
