feat(utils): implement docstrings parsers for other styles

Summary

• Closes Add support for more docstrings styles #1139

This PR is somewhat not ready yet (yes i'll update the tests) but since i believe that i've reached a good point i'm sharing the code to hear suggestions and thoughts about the implementation.
