[nodejs] add sleep before retrying npm install

Motivation

When npm goes down, it usually takes a moment to get back up again (presumably because of load balancers), so immediately retrying can often fail again, but when rerunning the job ~30-60 seconds later it usually passes. This thus adds a pause before retrying so that we're not retrying too quickly.

Changes

Add sleep before retrying npm install.

Workflow

1. ⚠️ Create your PR as draft ⚠️
2. Work on you PR until the CI passes
3. Mark it as ready for review
   • Test logic is modified? -> Get a review from RFC owner.
   • Framework is modified, or non obvious usage of it -> get a review from R&P team

@rochdev you added the [nodejs] prefix after you commited, which means the CI didn't start with "oh this is only nodejs" in mind, and it's thus running all language, next time do that in reverse order

(i've been working on a system that would restart the CI when the title is changed but it's non trivial)
