Convert answer to comment

Some people post comments as answers, and there's currently no way to fix this.
In most of the cases these are not valid answers but should just be considered clarifications to the question, or the person is asking more information,...
There should be an option that would allow a user (with specific permissions) to convert the answer to a comment.

very important, yes. And make sure you don't need points for doing this but rather be in a moderator role

I'd say that either points or moderator role should allow someone to access this. Since all the module is based on reputation points I don't see why we shouldn't use the same approach here no?
