Fix train navigation path not optimized

The navigation path of train can be unoptimized since distance may not be added to cost.

This may be the cause of #8495:

In this case both side cost are 0 since distance was not added, resulting the train choosing a way starting from rear (in this case upper one) rather than the shortest.
