Summary

This integrates the qualified v31 release candidate from juno-ai-dev:v31 into the upstream v31 branch.

The branch includes:

v31 module path, upgrade handler, and dependency/toolchain updates
FeePay denom, overflow, sender-accounting, and legacy contract-cap migration fixes
expanded CI, state-sync, PFM, DAO DAO lifecycle, voting-snapshot Wasm, and benchmark coverage
export/import, snapshot restore, and release-artifact provenance gates

Qualification evidence

Exact v30.0.0 → v31 upgrade rehearsal passed
4.97 GB mainnet export/import/restart rehearsal passed with FeePay and module state preserved
Full root test suite and build passed
Nested interchaintest packages compiled
Release harness, actionlint, shfmt, ShellCheck, and state-evidence validator tests passed
Candidate content commit: a6377d7feea50a86179de7a87ee9389255e65254
Fork merge head: 2eb80e05d2a2629d2b4d49e5a71dee9ed09085ef (identical tree to the candidate)

Tracking

The release qualification work was tracked in juno-ai-dev/juno issues #6–#20.

This PR is opened ready for review so upstream GitHub Actions can run against the integrated candidate.
