Add two optional, config settings for cooldown timers to help prevent griefing when a player leaves or is removed from a party:

After a player leaves or is kicked/removed from a party, prevent them from PvP, breaking, placing blocks, or interacting in the party's claimed chunks for a configurable time.

Prevent the same player from being re-invited (or accepting an invite) to the same party for a separate configurable time period.
