To build, move to the .docker dir and run `docker build -f Dockerfile.dev -t phoenixd-dev ../` and then run the image with `docker run -p 9740:9740 phoenixd-dev` Signed-off-by: Vincenzo Palazzo <vincenzopalazzodev@gmail.com>

docker build -f Dockerfile.dev -t phoenixd-dev ../and then run the image withdocker run -p 9740:9740 phoenixd-devfor context, the repository does not build on archlinux (glibc problem) and I am still get the JVM panic in nix #12
So this adds a customized version of the Dockerfile for dev in order to be able to test custom code
