We currently expose
ChainId.HARDHATandChainId.HARDHAT_2chainIds as well as their associated NetworkMetadata and NetworkConfigs.This is confusing for users who import the
allNetworksconstant and see these local test configs.We should only be adding these configurations in our test suite.
