Updated rules (years) sets did not apply to passgen

I believe it is because the rulesets are based64 within the VUE component.

Hey @Maple-Gray-NS ; Not exactly on base64, but nice catch, I need to update them on the main site as well.

Sorry, I should have explained it further. I think it was because even though the ruleset was updated 3 months ago to be the current years, the VUE component had hardcoded values in Base64 that were not updated in tandem.
