Evaluate GitVote GitHub application for TSC voting process

Evaluate the GitVote GitHub application by CNCF to see if it can be used for the Zephyr TSC voting process, which is manually handled at this time.

Note that this application allows specifying "Allowed voters" with GitHub users and teams, so we should be able to simply specify the TSC GitHub team as an allowed voter.
