Upgrade the Node 16 & Python 3.8 runtime for the DBInitFn and GenerateJWTSecretFunction

Hi there,

Thanks for this project, it looks like both the DBInitFn and the GenerateJWTSecretFunction use EoL runtimes (Node 16 and Python 3.8 respectively).

Don't mind submitting a PR for this if it will be upstreamed.
