A pull request to put .nbrc in XDG_CONFIG_HOME #379

I hope this isn't spammy. I'm new to doing things like pull requests and wasn't sure if it was noticed. A couple weeks ago, I made this one #369 to put .nbrc in an XDG_CONFIG_HOME directory like ~/.config/nb/.nbrc instad of in your home. If this needs to be done differently, I can try to fix it up some more. Or if this behavior is specifically being avoided, I'd be curious to hear why. I believe my code takes care of some corner cases like it being nb.sh instead of nb, or having another name. I like keeping my home clean, and ~/.config/nb seems a more modern place to put your config to me.
