[NMS] Add Ports tab to detail services page of L3VPN

This BE is closed, but requires work in NMS parser/API to get this port data for a L3VPN and extend it with the IP config data.

L3VPN

• Get the port data from the NMS replica. The L3VPN can have the following SAP types: AGGSP, SP, MSC (no ESI), which makes it very comparable to the ports of a lightpath.

• Add the IP config tab - this tab next to the port tab of the SAP component contains all information of the SN8 L3VPN Service Attach Point Settings product block.
