Create GH repo from local cross-platform script git-sample-repo-create.ps1

Make git-sample-repo-create.ps1 make the sample calls as in the Bash script
git-sample-repo-create.sh, but using PowerShell commands.

Blog about the differences and conversion process since there will be a mass conversion from Bash to PowerShell. Or not.

Anyway, this is the basis for a conversion utility from Bash to PowerShell.

If I am reading it correctly, it looks like besides some aliases like echo and cd, this issue is complete. Or am I looking at the wrong file?
