What is DockableLocator and ContextLocator?

What is DockableLocator and ContextLocator? What is the point?

My interpretation is that it resolves objects used as Context. The reason being is in this way, is to allow deserialization and possibly float windows.
So, you would create a DockableBased subtype for tool/document and when creating it, you'd pass an unique Id - that Id is later used by locators to create actual instances of objects used for Context.
