Download for nelm is unstable, 1 IP failed to answer properly

Hi, I am trying to reach out to the owner of tuf.nelm.sh

Since 3 days we experience regular issue when downloading nelm from our pipeline.
My investigation show that the issue always comes from IP: 185.193.90.38

The lists of IP that can be resolved are:
155.212.215.85
185.193.90.38
178.72.162.70
87.249.37.175

So 1 out of 4 is in a sort of broken state. Do you know who can look at it?
