Remove GitHub IssueReporter

This isn't being used (as it's not configured) and we've removed the associated repo to log issues for failed scans. Time to clean up the code: https://github.com/webhintio/serverless-online-service/blob/main/packages/utils/src/github/issuereporter.ts
