Describe the bug
The change review panel shows changes that are in ignored files via .gitignore. This can significantly clutter the panel with irrelevant file changes.
To reproduce
Change file that is included in .gitignore. This file will show up in the change review panel.
Expected behavior
Files that are included in .gitignore should not show up in the review panel.
