Replace miles audio system

The current audio system is miles. Since we don't have an updated version of miles, this means that the current builds are 32-bit and Windows only.

Replace miles with an open source alternative.

Some possible alternatives listed below:

Research the above libraries, and any other ones that may come up. Make a recommendation as to what library to use, then implement it

miniaudio is also a good contender (Public domain), and can be used on top of SDL3/SDL3_mixer

Whatever (combination) of libraries we use, it needs to:

• support 3d audio
• support streaming audio (through callbacks)
• (other miles features renegade uses)

That sounds like a good idea for a baseline. I could see it changing in the future depending on how we evolve the code.

miniaudio and LabSound do not support 3d audio out of the box as far as I can tell. AmplitudeAudio looks like a full audio engine replacement so overkill for just porting the existing engine. SDL3_mixer, openal-soft and soloud are the potential candidates in my opinion.
