Docker image for iptv4plex #20

@vorghahn Any appetite for making a docker image and integrating it so it's built and stored in Github?
I've forked and made changes to support this. If there's no appetite for this, I can just run it on my fork and either publish to GitHub repo, or Docker hub.
I can help set up the actions and submit a pull request for this, just let me know!
