Add documentation for implementing UI Component library in Starter Code

Feedback from PL and developers are to add some documentation/examples of implementing a styling library in a central location. Too prescriptive to add it directly inside of starter-code (also Blueprint changes their defaults - i.e. from MUI to Chakra) but will add documentation examples.
