I'm not sure what's being requested here. This PR check isn't in charge of the overall status. There's not a lot we can do if GitHub doesn't trigger the other checks.

My sense is it's usually a general internal issue with actions. What we probably should do is open a support request on the specific PR and get them to analyze it that way.
