[Feature Request] Significance

1. Currently, Significance replace the timestamps 00:00:00.00 by 00:00:00.033. (see this line)
   From what I have been told, this was due to an old bug in some player, but it doesn't seems to be still usefull now.

2. When saving an chapter, it would be usefull if we could specify ?video in the Chapter relative path section
