Dx-specific /etc/skel is not needed anymore

We don't have DX ISOs anymore, so this is not ever used nowadays, except for creating new users I guess

We only use this for vscode

My proposal is we either remove it or figure out a way to make it the default some other way after rebasing to dx, I'm guessing that it is not possible to put a config in /usr, which is why we are using skel in the first place.
